Conditions of Occupancy (Rules of Residence)

1. PURPOSE
Occupancy at Charlestown Lodge is conditional upon compliance with these Occupancy Conditions (Rules of Residence).
These conditions form part of the arrangements under which accommodation is provided and apply to all residents, members of their household, visitors and guests.
The purpose of these Occupancy Conditions is to ensure:
Safety and security.
Respect and dignity.
Privacy and wellbeing.
Cleanliness and hygiene.
Protection of children and vulnerable persons.
Compliance with statutory, contractual and operational requirements.
Peaceful enjoyment of the accommodation by all residents.
Failure to comply with these Occupancy Conditions may result in disciplinary action, referral to relevant agencies, termination of occupancy or removal from accommodation.
2. AUTHORITY OF MANAGEMENT
Charlestown Lodge operates under 24-hour supervision.
Management reserves the right to issue instructions, notices, operational procedures and site requirements from time to time.
Such instructions form part of these Occupancy Conditions and must be complied with by all residents.
Residents must comply with all reasonable instructions issued by staff members acting on behalf of Charlestown Lodge.
Failure to comply with a reasonable instruction issued by a member of staff may be treated as a breach of these Occupancy Conditions.
3. RESIDENT RESPONSIBILITY
Residents are responsible for:
Their own behaviour.
The behaviour of members of their household.
The behaviour of their children.
The behaviour of their visitors and guests.
A resident may be held responsible for breaches of these Occupancy Conditions committed by members of their household, children or visitors.
4. RESPECT AND BEHAVIOUR
Residents must:
Treat residents, staff, contractors and visitors with dignity and respect.
Behave in a calm, cooperative and non-threatening manner.
Respect cultural, religious and personal differences.
Cooperate with staff carrying out their duties.
The following behaviour is prohibited:
Aggressive behaviour.
Threatening behaviour.
Harassment.
Bullying.
Intimidation.
Verbal abuse.
Physical violence.
Discrimination.
Deliberately making false allegations.
Behaviour which causes fear, distress, alarm or disruption to others.
5. QUIET HOURS
Quiet hours apply between 9:00pm and 9:00am.
During these hours residents must:
Keep noise to a minimum.
Avoid loud conversations.
Avoid excessive television volume.
Avoid excessive music volume.
Avoid slamming doors.
Avoid behaviour likely to disturb others.
Parents and guardians are expected to take reasonable steps to ensure children do not disturb other residents.
6. ALCOHOL, DRUGS AND INTOXICATION
Charlestown Lodge operates a zero-tolerance policy regarding alcohol and illegal drugs.
Residents must not:
Consume alcohol on site.
Possess alcohol on site.
Store alcohol on site.
Use illegal drugs.
Possess illegal drugs.
Store illegal drugs.
Supply alcohol or drugs to others.
Residents who are intoxicated, disruptive, threatening or place others at risk may be removed from the accommodation immediately.
Management reserves the right to notify An Garda Síochána and any relevant authority where appropriate.
7. VISITORS AND DELIVERIES
Charlestown Lodge is a controlled site.
All visitors must:
Report to the Office immediately upon arrival.
Follow staff instructions at all times.
Remain only in authorised areas.
Residents are responsible for the behaviour and conduct of their visitors.
The following are prohibited:
Unauthorised visitors.
Visitors entering the site without reporting to staff.
Visitors entering resident rooms without authorisation.
Deliveries to the rear or side of the building.
Visitors parking in unauthorised locations.
Management reserves the right to refuse entry to or remove any visitor from the site.
8. BEDROOMS AND PRIVACY
Residents are responsible for maintaining their bedrooms in a clean, safe and hygienic condition.
Residents must not:
Enter another resident's room.
Permit unauthorised persons into their room.
Swap rooms without authorisation.
Damage furniture, fixtures or fittings.
Tamper with electrical systems.
Alter rooms without permission.
All residents have the right to privacy and peaceful enjoyment of their accommodation.
9. ROOM INSPECTIONS
Management reserves the right to inspect:
Bedrooms.
Kitchens.
Fridges.
Cupboards.
Storage areas.
Communal areas.
Inspections may be:
Routine.
Unannounced.
Hygiene related.
Safety related.
Maintenance related.
Compliance related.
Residents must provide access when requested.
Failure to cooperate with inspections may be treated as a breach of these Occupancy Conditions.
10. FOOD STORAGE AND CONSUMPTION
Food must be stored appropriately at all times.
Residents must not:
Store any food, whether cooked, uncooked, packaged or perishable, in bedrooms.
Accumulate food waste in bedrooms.
Prepare, cook or heat food in bedrooms.
Food must be stored only within designated kitchen, fridge and food storage facilities.
Management reserves the right to remove and dispose of improperly stored food.
11. KITCHENS AND SHARED FOOD FACILITIES
Kitchen facilities are shared by all residents.
Residents must:
Clean all surfaces after use.
Wash utensils after use.
Dispose of waste appropriately.
Leave facilities clean and ready for the next user.
Residents must not:
Leave food residue on surfaces.
Leave dirty dishes unattended.
Pour oil, grease or fat into sinks.
Clean raw meat in sinks.
Interfere with another resident's food.
Food should be labelled where required.
12. FRIDGES, CUPBOARDS AND STORAGE
Residents must use only their allocated storage facilities.
Residents must not:
Remove another resident's food.
Tamper with fridge locks.
Access storage allocated to another resident.
Store unsafe, hazardous or prohibited items.
Management reserves the right to inspect storage facilities where necessary.
13. WASHROOMS AND WET ROOMS
Residents must leave washrooms and wet rooms clean and safe after use.
Residents must:
Remove excessive water from floors.
Report blockages immediately.
Report maintenance issues immediately.
Residents must not:
Flood facilities.
Damage fixtures.
Leave excessive waste behind.
14. HYGIENE AND CLEANLINESS
Residents are expected to maintain acceptable standards of personal and environmental hygiene.
Residents must:
Maintain personal hygiene.
Wear clean clothing.
Keep bedrooms clean.
Dispose of rubbish appropriately.
Residents must not:
Allow rooms to become unhygienic.
Create odour issues.
Allow mould growth through neglect.
Accumulate rubbish.
Persistent hygiene failures may result in formal action.
15. WASTE DISPOSAL
Residents must:
Use designated waste bins.
Use recycling facilities where provided.
Dispose of waste promptly.
Residents must not:
Leave rubbish in communal areas.
Leave rubbish outside designated bins.
Dump waste anywhere on site.
16. LAUNDRY FACILITIES
Laundry facilities are provided for resident use.
Residents must:
Use machines correctly.
Remove washing promptly.
Leave facilities clean after use.
Residents must not:
Interfere with another resident's laundry.
Leave washing unattended for excessive periods.
Damage equipment.
17. COMMON AREAS
Common areas are shared facilities and must remain accessible to all residents.
Residents must:
Respect the shared nature of communal facilities.
Leave communal areas clean and tidy after use.
Remove personal belongings after use.
Residents must not:
Reserve communal facilities for their exclusive use.
Store personal belongings in communal areas.
Obstruct corridors, exits or access routes.
Interfere with the use and enjoyment of communal facilities by others.
Allow children into the smoking area
18. PARKING AND VEHICLES
Residents bringing vehicles onto site must comply with all parking instructions.
Residents must not:
Park in unauthorised spaces.
Block emergency access routes.
Obstruct other vehicles.
Carry out vehicle repairs on site without permission.
Parking allocations may be amended by Management at any time.
19. ELECTRICAL APPLIANCES AND PAT TESTING
The safety of residents, staff and the building is of paramount importance.
All electrical appliances brought onto site must be declared to Management.
Any appliance which plugs into a mains electrical socket may be inspected, tested, approved, refused, removed from service or subjected to Portable Appliance Testing (PAT) at the discretion of Management.
This includes but is not limited to:
Kettles.
Toasters.
Air fryers.
Microwaves.
Rice cookers.
Slow cookers.
Hot plates.
Electric heaters.
Fans.
Hairdryers.
Hair straighteners.
Extension leads.
Adaptors.
Chargers.
Televisions.
Gaming equipment.
Computers and associated equipment.
Residents must not:
Use damaged electrical appliances.
Use damaged plugs or cables.
Overload electrical sockets.
Connect extension leads together.
Modify electrical equipment.
Use appliances which have been prohibited or removed from service.
The following appliances are prohibited in bedrooms unless specifically authorised by Management:
Air fryers.
Microwaves.
Kettles.
Toasters.
Rice cookers.
Slow cookers.
Hot plates.
Portable heaters.
Cooking appliances of any kind.
Management reserves the right to remove any appliance considered unsafe, damaged, untested or unsuitable.
20. SMOKING AND VAPING
Smoking and vaping are prohibited inside the building.
Smoking and vaping are permitted only in designated smoking areas.
Smoking or vaping in bedrooms, bathrooms or communal areas may result in immediate formal action.
21. FIRE SAFETY
Residents must:
Familiarise themselves with evacuation procedures.
Participate in fire drills where required.
Report fire safety concerns immediately.
Residents must not:
Tamper with alarms.
Tamper with detectors.
Tamper with emergency lighting.
Wedge open fire doors.
Interfere with fire safety equipment.
Any breach of fire safety requirements will be treated as a serious matter.
22. SECURITY
Residents must:
Secure their rooms when leaving.
Protect keys and access codes.
Report lost keys immediately.
Residents must not:
Share access codes.
Allow unauthorised access to the building.
Circumvent security measures.
23. CHILDREN AND SAFEGUARDING
Parents and guardians are fully responsible for their children at all times.
Children must:
Be appropriately supervised.
Be protected from harm.
Follow site rules appropriate to their age.
Any concern regarding the welfare or safety of a child may be referred to:
Tusla.
An Garda Síochána.
Relevant statutory agencies.
Residents must cooperate with safeguarding investigations.
24. PROHIBITED ITEMS
Residents must not possess, store, use or distribute:
Illegal drugs.
Drug paraphernalia.
Offensive weapons.
Firearms.
Imitation firearms.
Fireworks.
Explosives.
Flammable liquids.
Hazardous chemicals.
Stolen property.
Any item considered by Management to present a risk to safety, security or good order.
Management reserves the right to confiscate prohibited items and notify An Garda Síochána where appropriate.
25. MAINTENANCE AND REPAIRS
Residents must:
Report maintenance issues immediately.
Allow access to staff and contractors.
Cooperate with repair works.
Residents must not:
Attempt DIY repairs.
Damage fixtures or fittings.
Interfere with building systems.
26. CCTV, RECORDING AND VIDEO COMMUNICATIONS
CCTV operates throughout Charlestown Lodge except in private bedrooms, bathrooms and designated private areas.
Residents must not:
Record audio on site.
Record video on site.
Photograph residents, staff, visitors or children without consent.
Conduct video calls in communal areas.
Conduct livestreams from communal areas.
Publish photographs or videos taken within Charlestown Lodge without permission.
Use social media in a manner that compromises the privacy, dignity or safety of others.
Video calls and video communications may only take place within a resident's bedroom or another area approved by Management.
27. COMPLAINTS AND COMMUNICATION
Residents may raise concerns with Management through the appropriate reporting process.
Residents must:
Raise concerns respectfully.
Provide truthful information.
Cooperate with investigations.
Abusive, malicious or knowingly false complaints may result in disciplinary action.
28. ATTENDANCE AND ABSENCE
Residents must comply with all attendance, register and occupancy requirements.
Residents intending to stay away overnight must notify staff in advance where possible.
Failure to comply with attendance requirements may be reported to relevant agencies.
29. COMPLIANCE WITH LOCAL AUTHORITY AND AGENCY REQUIREMENTS
Residents must comply with all reasonable requirements imposed by:
Charlestown Lodge.
Mayo County Council.
Relevant statutory agencies.
Failure to comply may affect accommodation arrangements and occupancy status.
30. ENFORCEMENT
Management reserves the right to determine the appropriate response to any breach of these Occupancy Conditions.
Responses may include:
Verbal Warning.
Written Warning.
Final Written Warning.
Behaviour Management Measures.
Referral to Mayo County Council.
Referral to An Garda Síochána.
Termination of Occupancy.
Removal from Accommodation.
Serious breaches may result in immediate action without prior warning.
Nothing within these Occupancy Conditions limits the right of Charlestown Lodge Management to take immediate action where behaviour presents a risk to health, safety, security, safeguarding, fire safety or the peaceful enjoyment of the accommodation by others.
